District Profile
Harris County Fresh Water Supply District No. 27 (the “District”) was created by an order of the
Commissioners Court of Harris County on August 13, 1953, and confirmed by the electorate on
October 17, 1953. The Board of Supervisors held its first meeting on October 13, 1953. The
first bond issue was sold on January 6, 1954. The District is located in an unincorporated area
just north of Baytown, Texas.

Board Members
The District is governed by a Board of Directors consisting of five (5) Board members elected by the registered voters of the District, who manage and supervise all affairs of the District. Board members must either own property within the District or be a registered voter within the District. Each Board member is elected to serve a staggered four (4) year term. The District’s current Board members are as follows:

- Ruben Garcia, Vice-President, Term Expires: May 2028
- Lynda Enderli, Secretary & Investment Officer, Term Expires: May 2028
- Richard Lawrence, Director, Term Expires: May 2026
- Jose Arana, Director, Term Expires: May 2026
